Public bug reported:

There are no localization files provided by trac package, at least for
trac 0.12.2-1 on oneiric and 0.12.2-1build1 on precise. The issue does
not affect 0.12.3 on quantal.

    $ dpkg -L trac | grep /locale/ | wc -l
    0

This is a known and resolved issue in Debian, see bug #644401:

Please, either rebuild 0.12.2 with proper Build-Depends including
python-babel or backport 0.12.3.
