Ι have the same bug in 12.04 in startup and shutdown splash screen and I
fixed the startup only splash with this command:

echo "FRAMEBUFFER=yes" | sudo tee /etc/initramfs-tools/conf.d/splash

sudo update-initramfs -u -k all

But in the shutdown splash screen the problem remains. I have black screen
with text etc :)
