I've unmarked this as a duplicate, because it is very definitely a multimonitor issue.
Steps to reproduce: 1. Open an application on one monitor and put it in fullscreen (e.g. open firefox or gedit and press F11) 2. Note that clicking on Desktop background on other monitor does not cause unity panel to show on 'first' monitor 3. Now open any application on the 'second' monitor. 4. Note that the unity panel appears over the top of the fullscreen application (firefox/gedit/etc) Expected result: 4.
