Public bug reported:

It's not a new error , but happens occasionally during upgrades. 
Of course this time around it's remained broken for several upgrades
and none of the typical approaches to self correct the problem work anymore
such as re-installing the package or what not.

Actually since the big LTS upgrade , it's been stuck broken.
