By default, it presumes you are not an experienced user ("I don't know
what to do", as seen on your screenshot).
BTW, starting with Ubuntu 12.04, apport crash reporting is enabled in
stable releases, but (by default) it reports crashes to the crashdb, not
launchpad, look at:
