The list scrolling performance, for me, is quite smooth even for long lists, but I am wondering whether what you are observing might be a side effect of bug 1003466. Note that we are in the process if fixing this one, but a release for this fix into Precise is likely at least a few weeks away from now given that a definitive fix has not been found yet, and even then we must add to that time for the the SRU cycle, etc.
Can you provide more specifics about this issue? For one, does it occur from the very first list that you view after launching Software Center? If that's the case, then this is likely not a side-effect of bug 1003466 (which is a problem that builds up over time and only after many installs). How much RAM do you have in your machine? Are there any other details that you could provide that could help us to determine what may be causing the scrolling behavior that you are seeing?
