well, you can see it as a bug "the dialog shouldn't let you use alt-f1 as a custom shortcut since it's an unity reserved one" or as a wishlist "it should be possible to rebind alt-f1 to a different function", but it's like asking to be able to rebind "backspace" to do something different from deleting chars in a text entry...
