  Every time package libqwt-dev wants to upgrade, apt-get aptitude, update
  manager. It always updates and ask again :(
  
  Test case:
  1. install the new version from -proposed
  2. refresh update-manager
  -> see that qwt-dev doesn't need any update anymore.
