The daily development .iso (Quantal) and the latest kernel (3.4.0--999) both seem to restart and shut down correctly; The development release produced internal errors, and the kernel broke all my internet access, so I was a little limited with the amount of testing I could do, but I restarted or shut down each of them several times from the log in screen, Unity and Gnome Shell. Interestingly, the current 12.04 live disk restarts the computer correctly, and the computer restarts correctly after the installation process. Thereafter, the problem is intermittent but frequent in the installed system.
