Yes, still happens on Feisty. You can reproduce this in a minimal base system by installing language-support-fi using apt-get that doesn't drag Recommended packages in. language-support-fi.postinst contains call: '/usr/share/locales/install-language-pack "fi" ""' which fails because locales are in language-pack-fi package which is not installed.
