Same bug on my Toshiba L640D Satellite laptop with fglrx driver installed from official repos. Brightness control works pretty fine with radeon driver but not with proprietary. Also tried downloading last version of Catalyst (amd-driver-installer-12-4-x86.x86_64.run) from ATI website but this did not resolve my issue.
