Playing with my desktop at home, I get the same behaviour as you, in that tab-docking works in Unity and not in Unity 2D.
It is my laptop at work where I cannot get the tab-docking to work, in either Unity OR Unity 2D. I suspect my laptop is falling-back to Unity 2D.
