I have found duplicate bug reports for Debian and Fedora, and I have found an upstream bug report for xfwm4-session where the description seems to match what I have seen when this bug occurs : https://bugzilla.xfce.org/show_bug.cgi?id=5379 - It would be interesting to know whether this "2+ applications with interactive session save" is the case when others see this problem )
