Sorry, your right. I probably forgot to connect art-laptop when I ran ethtool. My job was interfering with my recreation therefore a bit distracted.
It previously ran Win NT with connection to corporate network. The Ethernet card was an option put in the notebook by IBM at time of purchase. Intel 10/100 Ethernet Mini-PCI Adapter with 56K Modem The art-laptop NIC is connected to Netgear router now. A PC connected to same router running same version of Linux has no problems with SMC NIC. The art-laptop has never been connected to this network in the past. It was a corporate sell off as end of life cycle hardware. Hope that is the answer to your questions.
