This is 12.04 Precise, with Unity turned off, using Gnome.

Multiple users are reporting the panel battery indicator is missing.

indicator-power is installed

Perhaps realated: 
     System Settings -> Power
     Show battery status in the menu bar

is blank when the window opens, but non-blank values don't take.
