Rodolphe Braud (rodolphe-4) has correct solution. In English, System Settings > Network Network Proxy > Method > None.
Set proxy method to none and apply system wide. If your proxy settings are intentional/required and working for other apps then please comment below and mark as also affects you. Otherwise this is not a bug. One improvement would be to ask user if they want to change proxy method to none and try again.
