Public bug reported:

In the top right corner, click on the icon for wireless networks. From the 
drop-down menu shown, click on 'Enable wireless' to disable it. You will notice 
that this disables Bluetooth as well. This is unexpected as Bluetooth has a 
separate UI for enabling or disabling it. 
This is troublesome for the following use case:
1) initially both Bluetooth and WiFi (802.11) is enabled and working fine.
2) for some reason the user needs to keep Bluetooth enabled, say, for using a 
Bluetooth enabled moue, but wants to keep the wireless networking disabled.
3) due to this bug, when wireless networking is disabled, the Bluetooth mouse 
is rendered useless until wireless networking is re-enabled.

This erroneous behavior is equivalent of the 'radio-kill' switch found
on laptops that disables all radios in one shot. The fact that there are
different UI for disabling Bluetooth and WiFi indicates a different
intent--that of providing more granular control.
