The duplicate is wrong (as the owner has admitted) in the other bug.

When I said I followed the instructions I referred to the initctl
reload-configuration

I even followed instructions from 
https://bugs.launchpad.net/ubuntu/+source/mysql-5.5/+bug/978995

and performed:

#touch /etc/apparmor.d/local/usr.sbin.mysqld

But it still doesn't work.

Why doesn't the maintainer roll back to a working version while fixes
this issue? I can't install in a new server running precise the mysql-
server package
