Public bug reported: After upgrading from 11.10 to 12.04, X keyboard layout behavior has changed for systems that use an Xorg config file. I have one system where I need to have such a config file (due to an odd display that needs a modeline), and in 11.10 the X keyboard layout was defined by /etc/default/keyboard. After upgrade, the layout set there ("no") seems to be ignored, and a US keymap is used instead.
As a workaround, setxkbmap does work.
