Public bug reported: Package does contains a libasound.a in 11.10 (e.g. needed to rebuild darkice as static binary). In 12.04 there is a regression sicne version 1.0.25-1 (looking at changelog) - it does remove the build of the library, however it does make static builds against since library which did work in 11.10 fail now. Please readd the static build, as its not"useless" - at least some people does use the static libs.
