I also have this problem. I have tried removing all akonadi related files from .local/share/ and .kde to allow for a fresh environment. Even adding a new imap account fresh, I am unable to modify the account.
After starting akonadi via akonadictl and attemping to modify the imap account I see terminal messages of: Known subscriber "akonadi_imap_resource_3" subscribes again But no dialog box ever appears.
