Public bug reported:

I seem to have found a bug which may have been overlooked.

It seems that the menu of the unmaximized application does not move with
the window. For example, the close, minimise, and maximise buttons move
accordingly, but the rest of the menu doesn't.

It gets very confusing when an application in the background is
maximised, and it has the menu of the unmaximised application...

Please resolve this bug. The menu should always be with the window,
just as the close, min, and max buttons move with the window when
unmaximised and maximised.
