  On my machine the scale plugin is triggered by the top left edge. Trying
  to scale windows on a newly started session will not do anything. If
  compiz is restarted after changing settings in compiz-config-settings-
  manager or with compiz --replace, the plugin will start working again,
  but after relogging  or restarting it will stop again until restarting
  compiz.

+ Edit: It seems that using Win + W always launches scale properly, so it
