Public bug reported:

meep installation appeared to complete properly under Ubuntu 12.04 (sudo
apt-get install meep). Typing to command "meep" into the terminal to
start the program yielded the following error:

ERROR: In procedure open-file:
ERROR: No such file or directory: "/usr/share/libctl3/base/include.scm"

The problem was resolved by creating a new directory /usr/share/libctl3 and
copying contents of the folder /usr/share/libctl to /usr/share/libctl3.
After this, the meep program started correctly.

****My Ubuntu 12.04 installation was done as an upgrade from 10.04****

** Affects: meep (Ubuntu)
     Importance: Undecided
         Status: New
