Public bug reported: When performing update-install of 12.04 (from 11.10), update-notifier- common attempts to download additional software during installation. When network errors occur, this can take a hideously long time, and there's no mechanism to abort or restart the download provided. These downloads should be occuring during the download phase, not the installation phase.
