Thanks for taking the time to report this bug. This is certainly the case in Ubuntu 12.04 (which no longer has python 2.6)
In 11.10 and earlier support both 2.6 and 2.7 - by default you should get whatever version of python is default for the release you are using through the 'python' package but you will always get libpython2.6 and libpython2.7 installed pre-12.04. This is not a change we would push through SRU's as it will change the behaviour of this package (and effectively is fixed in 12.04).
