This happens to me too on Ubuntu 11.10 and update-manager 1:0.152.25.9.
I set my update-manager to display new updates, and when that happens, it will 
display its icon in the dash with a number of how many updates there are 
available. 
Left-clicking it has no effect, and no right-click item except for 'Quit' has 
any effect either.
It's super annoying to have to right-click quit the icon before I can launch 
the update-manager to actually install these updates.
