rfkill list says your wifi is blocked by acer-wireless, that's why it's shown as disabled. Wicd probably ignores this as the wifi card itself (phy0) is not blocked. So in fact it's a bug in the kernel's acer-wmi module. You can blacklist acer-wmi in /etc/modprobe.d/blacklist.conf to get around this.
