You are still not shipping all the files required to make that tool to work.
cluster/config/tools/xml/cluster.rng.in.* are installed in rngdir=/usr/share/cluster/relaxng Are you shipping those? The tool is a simple bash script. Just take a look on why it's failing on your system.
