Ok I downloaded and installed the appropriate driver from AMD:

I've since discovered that this is not the recommended way to do things
on ubuntu, so acting on your advice I removed this with the uninstall
shell script in the /usr/share/ati folder.

I then tried to install the update fglrx package from jockey. This
failed, log attached in next comment (it will be the first of two
installs in that log file.)

I then just on a whim tried the regular non-update fglrx from the jockey
UI. It worked. I rebooted. No error. I changed to dual displays again,
rebooted a few more times, still no error.

So from my point of view this is resolved. Why it got messed up when
installing from the amd installer, I have no idea, or why the update
driver couldn't be installed from jockey I don't know.
