After upgrading to Precise, precisely every 10 minutes the network goes
down and reconnects. The machine is connected via Ethernet and gets an
address with DHCP. I've verified that the Ethernet link isn't actually
going down when this happens and that the DHCP lease isn't expiring.

There's a whole cascade of syslog messages that appear when this happens, 
starting with:

The messages above are often preceded by a message like this (the machine is in 
a native IPv6 environment), although it doesn't happen exactly every 10 minutes 
like the NM disconnect:
