This problem also affects me and I can drag icons away from the launcher and release them without a problem. I also reported a bug on this one: https://bugs.launchpad.net/ubuntu/+source/software-center/+bug/981168
Maybe this isn't useful info, but the new apps in the launcher thing never worked on my computer.
