removing the regression tag in the title, as it was a change that was done willingly at the time, and not something that people can think of having slept by not looking at it. In addition, that was the behavior in alt-tab we had last cycle, and the discussion to change that 2 monthes before the release ended up by design vetoing it. So changing the behavior is another discussion with the release team, but it's not a regression as an unwanted change at the time it happened.
