Update: I had done some testing and added i965.modeset=1 to grub. After a restart, it had the same issues. After a second restart, it would then suspend and resume correctly. To try and confirm, I then removed the i965.modeset=1 from grub. After a restart, the suspend and resume continued to work correctly.
So, now I am in the unfortunate situation of not having the problem but not knowing what has solved it! I had done a restart before after doing all updates and it still had the problem.
