initramfs-tools currently waits for 30 seconds by default for the root
filesystem to appear, and if it hasn't shown up in that time, gives up
as shown. Why is 30 seconds not enough time in this case?

We don't want to hang indefinitely in the case of a missing rootfs,
because that gives the user no feedback about the boot failure. And any
delay value we choose is going to catch the long tail somewhere. So I'd
prefer we look at this as "the rootfs should be found faster" than as
"we need a longer timeout".

(But if you need a longer timeout, you can always pass rootdelay=x on
the commandline.)
