plasma-widget-networkmanagement has the vpn packages as Suggests:
Suggests: kde-workspace-bin, network-manager-vpnc, network-manager-openvpn, 
network-manager-pptp

I do think that's enough, considering we might not want to install all
those by default, but there probably should be something done to
simplify the installation of the packages if they aren't already
available, via the package manager or some similar way.

Reassigning to networkmanagement since this has to be done at the KDE
level.
