Binary package hint: elinks

I've noticed that Breezy package of ELinks won't give you a notification
that files like ~/.elinks/bookmars are not readable/writeable for the
user who currently running it. Because of that (and because I've managed
to start links as root without noticing it) I've lost quite a lot
bookmarks, because adding them didn't yeald "Can't write" error.

I don't know (and I can't test it now, as I own Breezy laptop) if this
has changed in Dapper and or Eft.
