I have just discovered that with fglrx 8.951 (latest released version from AMD - Catalyst 12.3), the window decorations update as expected. I was going to say that its 100% fixed with this version, but I was able to create one terminal window where the decorations didn't update. I'm not able to reliably reproduce this though. The unreleased version of fglrx 8.960 in precise at the moment, appears more readily able to reproduce this issue.
