Thanks for taking the time to report this bug.

I would suggest that you resolve this by installing the default-jre-
headless package.

The way the upstart configuration for Jenkins work has changed in
precise to resolve this issue (it does not actually need JAVA_HOME -
just a path to /usr/bin/java).

As this has quite an easy workaround I'm going to mark this 'Won't Fix'
for Oneiric.
