Members of the ubuntu-qa team can set the priority, including to
wishlist.

If you expand the "apt-setup source package in Ubuntu" drop-down on the
left-hand side of this page, you'll see:

(the latter being a team including me and several other members)

I've talked with Brian Murray about the text on the HowToTriage page,
which I think goes too far; he's agreed to clarify it.
Specifications/blueprints are quite a heavyweight process, so small
features that don't require complicated design work should remain as
wishlist bugs rather than being redirected to specifications.
