Your logs say that adduser was not able to lock /etc/passwd for adding the libvirt user or the whoopsie user. Please check that you haven't run out of space on your root partition. Also check for the presence of an /etc/passwd.lock file and remove it if it exists.
I'm marking this as invalid as it's not a bug in whoopsie.
