Thanks for the bug report. What you've described is true, but f-spot automatically assigns an icon to a tag once it's been used. For example, open f-spot and create a new tag called "test". Then assign that tag to a few photos. You'll see that the tag's icon will be represented by the first photo you associate it with. As of right now, there does not appear to be any way to opt out of using icons, so I don't think this can be called a bug. It does however appear that this feature has already been requested: "Remove Tag Icon." For more information on this, see bugzilla bug #430249.
