Does the " gnome iconset as fallback " produce High Contrast icons as "Default"? If the answer to that is "No, the issue is a basic failure of disability accessibility. Fall back to low vis or low contrast is a Fail! Why not just Blow up the icons in low vis until they are legible and recognisable? Or is that not an accessible option either? A low contrast default icon where a high contrast icon should be is "... a virtual staircase.
