1.  That knowledge base article specifically says that solution is for 
Thunderbird 2.0
2.  Yes, that's how thunderbird works as documented there (alternatively, if 
you reread the KB article, there's another solution.
3.  You're free to use whichever client you like, but we're not bringing back 
old features that upstream deprecated over 2 years ago.  The KB article tells 
you how to fix your system both by changing the locale or changing it just for 
Thunderbird.
