There is no opinion here. It is not me who "needs" to restart the computer, but rather the computer that needs to be restarted.
Furthermore, there is nothing objectionable about passive voice. As it is, the text reads like it was thrown in with no concern for its relevancy with the intention of having it replaced by a UI engineer later.
