I think this was a case of self-inflicted damage.  I had a look with
strace and didn't see mention of sni-qt being loaded; so I had a look at
the plugin shipped in sni-qt... and found that it wasn't there.  I
vaguely remember at one point doing some manual file shuffling under
/usr/lib/i386-linux-gnu/qt4 to make enough space for an upgrade to
finish up, and apparently missed restoring the sni-qt files.  (I've
since moved /usr to a bigger partition.)

So once I did an apt-get install --reinstall sni-qt:i386, the indicator
started to show up again.  Sorry for wasting your time. :/
