Public bug reported:

Testing the Italian LoCo Ubuntu CD. The CD include only Italian
langpacks.

During the installation Ubiquity download english langpacks anyway. If
there's internet connection during the installation at the reboot a
popup shown that some langpacks were missing, but it refers to the
english since the Italian is fully installed.

I ran ubiquity in debug mode, including syslog with evidence of english
langpack downloading.
