I've found that this problem occurs only on some specific torrents, similar to https://bugzilla.redhat.com/show_bug.cgi?id=727994 reported recently on Fedora . Actually the xonotic torrent I quote in my comment one above always ignores any speed limits. That is a public torrent so it should be easy for developers to reproduce and fix this bug?
