This issue is reproducable on my machine, i didn't tested it on another 
machine, but because of to bug #903799 i think it will be reproducable on other 
hardware also. 
I use a DELL Precision M4400 Laptop with an HDA Intel STAC92xx Soundcard. 

The specific steps should be: 
1) Install Ubuntu 11.10.
2) Install Sofiasip Extensions to enable SIP telephony in empathy
3) Configure a SIP Account in empathy (i used 1&1, a german SIP Provider)
4) Start a call from empathy to another phone
5) After approximatly 10 seconds, pulseaudio will use 100% CPU.

This will just happen with empathy and pulseaudio. All other software
packages (like rhythmbox) did't has any problem (also with the default
settings in gstreamer-properties).
