The problem is that the patch doesn't allow for any acceleration or clipping that X normally supplies, so it is unlikely to be committed.
If you are having trouble building wine on ubuntu 12.04, there are some workarounds you can try that I detailed in https://bugs.launchpad.net/ubuntu/+source/mesa/+bug/949606.
